What DSEAR Controls

Safety risks from fire, explosion, pressure and metal corrosion.
DSEAR requires employers and the self-employed to assess and control safety risks from dangerous substances. It is concerned primarily with fire, explosion and similar energy-releasing events, and also covers gases under pressure and substances corrosive to metals. COSHH may apply at the same time where the same substance creates a health-exposure risk.

Dangerous substances

Flammable gases, liquids and solids; oxidisers; self-reactive substances; pyrophorics; combustible dusts; gases under pressure; and substances capable of corroding metal containment.

Work activities

Storage, transfer, mixing, spraying, heating, charging, cleaning, maintenance, waste handling, battery charging, gas use and any activity that creates a foreseeable release.

People and consequences

Operators, maintenance staff, contractors, visitors and the public may be exposed to flash fire, explosion, projectiles, pressure effects, burns, smoke or structural damage.

Key Technical Concepts

Flash point

The lowest temperature at which a liquid gives off sufficient vapour to ignite under specified test conditions. Operating temperature, heating, spraying and mist formation can materially change risk.

LEL and UEL

The lower and upper explosive limits define the concentration range in air within which a gas or vapour mixture can propagate flame. Ventilation and detection should be designed around credible releases.

Auto-ignition temperature

The temperature at which a substance can ignite without an external flame or spark. Equipment surface-temperature limits must provide an appropriate margin.

Minimum ignition energy

The energy needed to ignite a mixture. Very low-energy substances may be vulnerable to static discharge, switching sparks or mechanical impact.

Dust explosibility

Combustible dust risk depends on particle size, moisture, concentration, cloud formation, confinement and ignition sensitivity. Layers can create secondary explosions.

Release grade and ventilation

Continuous, primary and secondary releases, combined with ventilation effectiveness and availability, influence zone classification and extent.

Worked Example: Solvent Cleaning Station

Scenario

Small components are manually wiped with isopropyl alcohol from a lidded dispenser. Waste wipes are placed in a self-closing metal bin. Ten litres are stored in a fire-resisting cabinet.

Potential releases: open dispensing, spill, saturated wipes and decanting.

Ignition sources: ordinary electrical equipment, static, hot work, portable devices and heated surfaces.

Reasonable control strategy

Reduce quantities, use closed dispensing, provide effective ventilation, bond and earth transfer containers where necessary, segregate ignition sources, control hot work, use suitable waste containers, inspect equipment and assess whether any zone exists around the release point.

Important: A zone must not be assigned by guesswork. Its type and extent should be justified from release characteristics, substance properties, ventilation and competent hazardous-area classification.

Prevention and Mitigation Hierarchy

1. Eliminate

Remove the dangerous substance, hazardous operation or ignition source where reasonably practicable.

2. Substitute or minimise

Use a less hazardous material or form, lower concentration, smaller inventory, lower temperature or closed delivery system.

3. Prevent releases

Use closed systems, robust containment, compatible materials, high-integrity connections, controlled charging and preventive maintenance.

4. Prevent explosive atmospheres

Provide ventilation, inerting, extraction, detection, interlocks and prompt removal of dust deposits or spills.

5. Control ignition

Select suitable electrical and mechanical equipment, control static, hot work, smoking, vehicles, mobile devices, friction, impact and hot surfaces.

6. Mitigate consequences

Explosion relief or suppression, segregation, fire resistance, emergency shutdown, safe venting, alarms, evacuation and firefighting arrangements.

Requires suitable and sufficient risk assessment, elimination or reduction of risk, safe handling/storage/transport, emergency arrangements, information and training, and classification of hazardous areas where explosive atmospheres may occur.

BS EN IEC 60079 series

Widely used for explosive atmospheres, including area classification, equipment selection/installation, inspection, maintenance and repair. Select the applicable current parts through competent engineering review.

Equipment Regulations

Equipment intended for use in potentially explosive atmospheres must meet applicable product-safety requirements and carry appropriate conformity marking and certification.
